The next two WCs are going to be held outside Europe (South Africa, Brazil). It wouldn't be fair to give it to a country that held it in 1994, especially since football isn't even a top sport there. WC 2018 should be held in Europe, either Spain&Portugal or England should host it IMO.

FIFA doesn't want to consider joint bids though if they can avoid it, so that hurta Belgium and the Netherlands. England is still the favorite for 2018, and the US is looking good for 2022.
